UMASS Medical Center/MNA Contract Negotiations

 MNA
UMASS
PENSION 
wants to maintain the defined benefit pension plan that was agreed to during the merger and to increase the employer’s match to the 401K plan. wants to freeze the defined benefit pension for you (add no more contributions) and ELIMINATE IT for all newly hired nurses undermining the merger agreement passed by the Legislature.
 
 
 
MEDICAL 
INSURANCE 
wants to maintain the current medical insurance sharing of costs with part-time defined as 20 hours per week or less. Along with other unions, we agreed to a $50 outpatient co-pay proposed by management last fall. wants to change the definition of part-time to mean less than 32 hours per week causing an increased percentage in the sharing of premium costs. They want to establish co-pays up to $250. They also want to increase the base cost share from 85% (UMASS) and 15% (RN) to 70% (UMASS) and 30% (RN).
 
 
 
 
BENEFIT 
TIME 
has offered to move to an earned time plan for everyone without any loss of the present benefit, including the conversion of the current sick banks. We have proposed to include the personal days (3 per year) into the earned time accrual thereby having them guaranteed. We want all 3 of the major summer holidays to be paid at time and one-half wants to eliminate 10 sick days and force all newly hired RNs into an earned time plan with significantly reduced time off. They want to eliminate personal time for all newly hired nurses. They want to delete 3 of the current holidays.
 
 
 
 
 
REDUCTION 
IN FORCE 
wants to maintain the current language. wants to rewrite the present RIF language to restrict an RNs ability for placement and they want to negate the severance payment when they do a RIF.
 
 
SALARY 
has proposed a 2 year contract with a range of $27.85 to $57.08 at the end of the second year. These figures are more in line with other MNA represented Level One Trauma Centers in the state.  has proposed a 5 year contract with a salary scale containing 30 steps which provides a range of $25 to $52 per hour at the end of 5 years. 
 
 
 
UNION 
BUSINESS 
has proposed language to codify the 15 year past practice of 8 hours of paid administrative time monthly to your chairpersons and the deletion of the 720 hour limit of total pay allowed for contract negotiations.   has proposed the virtual elimination of any paid time granted to your officials to conduct union work, including the investigation of grievances, representation at arbitrations, contract negotiations and attendance at state level MNA meetings.  
 
 
 
 
SCHEDULES 
has proposed patient safety language to allow RNs presently working 10 or 12 hour shifts to have a mechanism in place to reduce their length of shift. We have also proposed language to guarantee usage of per diems and part-time RNs to cover shifts when time off is desired and language to ban shift rotation for RNs who are 55 years of age and have 20 years of seniority.  has proposed to eliminate the language which includes all paid time to be calculated towards overtime. They have proposed that when an RN is on-call that if she/he is called in twice during the same 4 hour period she/he shall not be paid the guaranteed 4 hours for each call in.
