"[I move that:] the members adopt the proposed Bylaw Amendment and to consider it as one question as originally submitted by the Congress on Health and Safety and the Cabinet for Labor Relations, and now by the Board of Directors and which you have in front of you and which has been mailed to all members and will be displayed on the screen. The effective date and use of this vote, and any required supplemental vote, shall be determined in accordance with the applicable Federal Court orders."
